Crown Land is
public land which has been set aside for the enjoyment and benefit of
the people of Victoria. The Foreshore Reserve Committee of Management
(CoM) has a responsibility to maintain, manage and develop, control and
improve the reserve on behalf of the public.
The Community is the
CoM's main client group. A good relationship with the community is an
important part of ensuring that a reserve is used, enjoyed and
appreciated and developed for all.
The aspirations of the
community for the future of their surrounds need to be identified and
then considered by the CoM when developing plans for their reserve.
Community
consultation and involvement should be encouraged by making CoM
meetings open to the public, reporting activities in local newspapers,
the CoM's newsletter and presentations at the Grantville and District
Ratepayers meetings, encouraging attendance at the annual general
meeting (AGM), and encouraging involvement in activities.
Major developments or activities should involve information sessions, workshops, public meetings and community surveys.
The powers under the Crown Land (Reserves) Act 1978 enable the Foreshore Committee to:
- Manage and develop the reserve
- Undertake financial transactions, including borrowing money (with the Victorian Treasurer’s consent) and entering into contracts
- Enter tenure arrangements, such as leasing and licensing, for part or all of the reserve subject to the Minister’s approval
- Employ people
- Enforce regulations
